What logic does it follow?

I used to think it followed the anime, but there are too many contradictions to make it work. Following the manga is a lot smoother IMO.

Both and neither.

It includes movie villains that couldn't possibly fit in the same universe as each other. And of course, it follows off from the end of the anime/manga.

its an adaptation, it follows the anime alot better than the manga, the anime is an adaptation of the manga, not an exact duplicate.

They are both based on the idea of dragonball, use the same characters etc...

But GT goes off on its own tangent. Only supported by toriyama until the end of the baby saga.

after that, its all toeis creation. The same reason toriyama himself called it a nice side story during the press conference for another side story, DBE.

is DBE also related to the manga and anime? NO. But the characters are the same.

It follows the anime imo.

Villains keep their bodies in hell which is anime-only. Also when Goku goes down to hell he mentions that he's been there before, which he has only done in filler.

yeah, falling off the snake way and into the princess snake (or whatever) was all filler.

it was contributed by toriyama. But filler nonetheless.

How does this work with the movie villains we see that didn't appear in the manga or even in the anime series? Like Cooler and some others. Hate to just say plot hole! But is there any solution around this problem?

Toei made the movies themselves but added the characters in GT that follows the anime, which they did as well.

Neither, too many plot holes with both options.

It's its own universe.

I look at it from a strictly battle power perspective. In the Z anime, you have Kid Boo and SSjin 3 Goku already more powerful than Gohan-Boo, and possibly even Super Vegetto. Then in GT you suddenly have nobody surpassing Super Vegetto until near the end of the first big arc, despite numerous power-ups and transformations to people who should already be at that level considering there was also training undergone during the gap between Z and GT (namely Goku).

Going by anime, GT Base Goku should already be stronger than Gohan-Boo, but he gets more than twice as powerful battling in space, and only then does he surpass an unspecified form of Majin Boo. You have to add three transformations on top of that, then someone who literally slapped Goku out of Super Saiyan 3, then two huge power-ups for that person, all before you reach Super Vegetto's power. Even with incredibly small GT Super Saiyan multipliers, that's impossible to fit in unless you have Vegetto with an ungodly multiplier of 100x or more. Plus, you still have the implications of Boo and Goku being right up there in the Z anime. It's a complete mess. Of course, you can write off those implications and statements making Boo and Goku so strong, but then you might as well follow the manga if you do that.

If you take it from a manga standpoint, it leaves much more room, and you don't have to hax Vegetto to an insurmountable level. It's still a bit difficult with the multipliers, but it can be done, unlike the above scenario.

There's nothing at all that says Vegetto was never surpassed until Baby >_>
Baby was just the first 100% confirmed one.

Baby was just the first 100% confirmed one.
If someone else surpassed him, why was Baby the first one? Goku was involved in all of the battles with anybody noteworthy. Surely he'd have said something.

I don't think they've actually pointed out that "this is the highest Ki they've ever felt" for every villain stronger than the last tbh

No, they haven't, but they haven't needed to. We know by powerscaling that the next villain was stronger than the last. In GT, nobody was above Majin Boo (whichever form you think) until Rildo, so there was no need to say it, and Goku did say it when Rildo fought him. Then Baby came along was stated to be the strongest being in history.
